On September 4, 1968, Decree No. 765 was issued on the establishment, organization, and functioning of the Patriotic Guards in the Socialist Republic of Romania, armed units of workers, peasants, and intellectuals, aimed at defending the independence and sovereignty of the country in the face of possible external threats, such as Soviet military intervention. These guards were established after the public condemnation of the invasion of Czechoslovakia in August 1968 by Nicolae Ceausescu, who appealed to the nationalist sentiment of the population to organize themselves in defense of the country. The Patriotic Guards were supported by the Communist Party authorities and helped strengthen national defense during the Cold War.
